What solutions can you recommend for this student (other than federal policy change no one can predict or control)?

Description This is continuation of the work you did last week on DACA. Not only is this young woman JULIA unable to work, she cannot get a nursing license in North Carolina, (which prevents her from pursuing a Master’s degree), a driver’s license (at least in the Carolinas), pay taxes, vote, etc, and she has spent much of her life living in fear of deportation. What solutions can you recommend for this student (other than federal policy change no one can predict or control)?
